Mie Foreign License Conversion: Online Booking, 21 Languages
Updated: 2026-10
In Mie, foreign license conversion (外免切替) is handled by the Foreign License Review Section (外国免許審査係) of the Mie Prefecture Driver's License Center (三重県運転免許センター) in Tarumi, Tsu City. The first step, the document review, is by appointment, booked in principle online through the e-application page on the Mie police website. The knowledge test is available in 21 languages including Japanese. Everything below is from the Mie Prefectural Police page (checked October 2026). Always check the latest page.
Booking: the monthly "外国免許切替審査予約" forms
The document review requires a booking, in principle online (you need internet access). Under "電子申請" on the Mie police website, there is a "運転免許センター外国免許切替審査予約" form for each month (October and November when checked in October 2026). To read it in another language, the police suggest using your browser's translation feature.
If you have no internet access, or hold "Designated Activities" (特定活動) status related to road transport, call the license center instead. Have all documents ready when you book (Designated Activities holders also need the passport with the immigration agency's "指定書" attached).
Online booking steps and tips
According to the police PDF "予約システム手順", the steps are as follows. Submitting is not the end: an officer checks your request, and it is officially accepted only when you receive the acceptance email.
- Choose "運転免許センター外国免許切替審査予約(○月分)" in the e-application list
- To apply without registering, agree to the terms, enter your email twice and follow the link in the email you receive
- Confirm the basic information, enter your details, then pick the date and time
- Note the reference number (整理番号) and password on the completion screen (use them to check or change the booking until it is accepted)
- After acceptance you cannot change it online; call to change the date or time
The flow: review day is review only
Document reviews are held Monday to Friday (not weekends, holidays or the New Year period), and that day is for the review only. Bring every document; missing items or arriving late means you will not be accepted.
After passing the review, you book the knowledge test and come back another day for the aptitude test (eyesight etc.) and knowledge test (知識確認). After passing that, you book the driving test (技能確認) for yet another day. When you pass everything, the license is issued that day. Bring glasses if you use them.
Knowledge test languages and fees
The police page states that the knowledge test can be taken in Japanese and 20 languages: English, Vietnamese, Portuguese, Spanish, Chinese, Russian, Mongolian, Arabic, Indonesian, Ukrainian, Korean, Thai, Nepali, Urdu, Khmer, Sinhala, Tagalog, Hindi, Persian and Burmese.
The conversion page gives no amounts; it only says test fees set by the Mie Public Safety Commission and an issuing fee are required. Ask the license center for the amounts.
Requirements and documents
You must have obtained the foreign license properly, it must be valid, you must have stayed in that country for a total of 3 months or more after getting it, you must live in Mie, and you must not be subject to (or about to receive) an administrative penalty. If you do not understand Japanese, you must bring an interpreter. All documents must be originals; copies are not accepted.
