Updated: 2026-10

In Nara Prefecture, foreign license conversion (gaimen kirikae, 外免切替) is handled by the Driver's License Division of the Nara Prefectural Police (運転免許課, the license center) in Kashihara. A booking is required: on a weekday at the start of the month (from 8:30 a.m.), you go to counter A of the testing section (試験係A窓口) to get a document-review slot. Fees are cash only. Everything below comes from the Nara Prefectural Police official pages (checked October 2026) — always check the latest version.

Who can apply in Nara, and the review flow

People with a traffic violation (or accident) record in Japan, or with one of the 'certain illnesses' relevant to the Road Traffic Act, are asked to consult beforehand.
