Japan License Conversion Pass Rate Is 42.8%: Why People Fail

Updated: 2026-10

According to figures the National Police Agency (警察庁) released on March 2, 2026, the pass rate for the foreign license conversion knowledge test (知識確認) was 42.8% in October–December 2025, and 13.1% for the practical test (技能確認). In 2024, before the rule change, the rates were 92.5% and 30.4%. More than half of applicants now fail the knowledge test, mainly because the pass mark rose to 90% (45 of 50) and questions hinge on exact numbers, exceptions and wording.

The official pass rates

The official numbers are those below, released by the NPA on March 2, 2026 (as reported by Nikkei and NTV News). Other numbers circulate online, but this article uses only the NPA figures.

2024 (old rules)Oct–Dec 2025 (new rules)
Knowledge test92.5%42.8%
Practical test30.4%13.1%

What 42.8% really means

Only people who pass the knowledge test can move on to the practical test, so 42.8% means more than half of applicants are stopped at the first gate. If you fail, you start over: a new booking and new fees. Where booking waits are long, that alone can cost months.

The 13.1% practical-test rate is even lower, but there's a key difference: if you fail the practical test and reapply within 6 months of the knowledge-test date, you skip the knowledge test (NPA guidelines). Passing the knowledge test on the first try is the single biggest way to save time and money.

Why people fail: the format

The old test was 10 picture questions with 7 correct needed. Since October 2025 the format itself is much harder:

  • 45 of 50 correct to pass: you can miss only 5
  • 30 minutes: an average of 36 seconds per question, with little time to hesitate
  • Text-based true/false: you judge written statements, and one word can flip the answer
  • Broad scope: signs, signals, right of way, parking and stopping, overtaking, speed, expressways, driver duties and accidents

Why people fail: the trap patterns

The questions people miss are the ones they answer from driving habits back home or gut feeling. Japanese tests tend to use these four patterns:

PatternExample statementWhy it's false
'Always' / 'in all cases'You must always stop before a railroad crossingAt a crossing with a traffic signal, you need not stop on green
Swapped numbersSignal 30 m before changing lanesLane changes: about 3 seconds before; 30 m is for turns
Guideline vs. ruleDriving slowly (徐行) means 10 km/h or less徐行 means a speed at which you can stop at once; 10 km/h is just a guide
Missed exceptionsIn a no-parking zone you can't stop even 5 minutes to unloadUnloading within 5 minutes counts as stopping (停車), which is allowed

How to beat the odds

The knowledge test doesn't measure how well you drive — it measures whether you know Japan's rules precisely. Study in this order:

  • Learn numbers from tables: 5 m and 10 m no-parking/stopping distances, 30 m and 3-second signals, the 60 km/h default speed limit, etc.
  • When a statement says 'always', 'all' or 'in any case', look for an exception before answering
  • For every miss, read the explanation until you can say in one sentence why it's false
  • Take full 50-question, 30-minute tests until you score 45 or more consistently

What mock exam score means you're ready

A pass mark of 45 means you need enough margin that an off day won't drop you below 45. Use your mock exam scores as a guide:

If you're stuck at 43–45, it's usually not a lack of knowledge but a few points lost to swapped numbers or missed exceptions. Count your misses by topic and focus on any topic where you've missed two or more.

Practice in the real format

The knowledge test is offered in many languages, including English (20 languages in Tokyo). Practicing in the same language you'll test in avoids surprises in phrasing. menkyopass offers English mock exams in the same 50-question, 30-minute format; the first mock exam and three topic drills are free.
