Is Japan's License Conversion Knowledge Test Hard? (42.8% Pass)

Updated: 2026-10

Yes – since October 1, 2025, the knowledge test (知識確認) for converting a foreign license in Japan has become much harder. It went from 10 to 50 questions, the pass mark rose from 70% to 90% (45 correct), and the pass rate fell from 92.5% in 2024 to 42.8% in October–December 2025 (National Police Agency). But the difficulty is less about advanced questions and more about needing 90% accuracy. The scope is fixed, so if you learn the numbers and exceptions precisely and practice in the real format, passing is well within reach.

What changed

The October 1, 2025 reform dropped illustrated questions in favor of text-based true/false questions. Under the NPA guidelines, the test is 50 questions in 30 minutes with 45 correct needed to pass. The pass rates for October–December 2025, announced by the NPA on March 2, 2026, were 42.8% for the knowledge test and 13.1% for the driving test (as reported by Nikkei).

Why "90%" is the hard part

The difficulty lies in the pass mark. You need 45 of 50, so someone scoring 40 (80%) on a mock exam still fails. "Mostly understanding" is not enough – you have to get almost every question exactly right.

Guessing on a true/false test gets half right, but at a 90% threshold there is almost no room for luck. Once more than five questions are beyond you, passing becomes difficult.

Where people stumble: four points

Even drivers with years of experience at home fail, because the test isn't about driving skill – it checks whether you know Japan's rules precisely, in Japan's own terms.

  • Numbers: 5 m vs. 10 m no-stopping zones, 30 m vs. 3-second signals, 60 vs. 30 km/h limits (residential roads have been 30 km/h since September 1, 2026) – swaps are everywhere
  • Exceptions: "on a priority road you may overtake near an intersection", "no full stop needed at a railroad crossing with a green signal" – the "however" part gets tested
  • Look-alike terms: 徐行 (slow enough to stop at once) vs. 一時停止 (full stop), 駐車 (parking) vs. 停車 (stopping) – they can look identical in translation
  • Differences from home: driving on the left, stopping for pedestrians at crosswalks, stopping before railroad crossings – answering from habit gets these wrong

The parts that aren't hard

On the other hand, the test is easy to prepare for in some ways. Its scope is Japan's traffic rules, and the official summary – the "Rules of Road Traffic" (交通の方法に関する教則) – is publicly available. The questions are true/false, so there's nothing to write.

The test is also available in many languages: the Tokyo Metropolitan Police (警視庁) offers 20, including English, Chinese, Vietnamese, Nepali and Indonesian. Reading questions in a language you're comfortable with is a big help. Driving skill isn't tested, so accurate study translates directly into points.

The driving test has an even lower pass rate

By pass rate alone, the driving test (技能確認, 13.1%) is even lower than the knowledge test (42.8%). It is scored on a test-center course by deductions out of 100, and you need 70 to pass.

However, if you pass the knowledge test and fail the driving test, you are exempt from the knowledge test when you reapply within 6 months of the day you took it. Fail the knowledge test and there is no such exemption – you book and apply all over again. Passing the knowledge test on the first try is what saves the most time and money.

How much study you need

Drivers with experience at home typically need about 7 days at 1–2 hours a day, or 14 days to be safe. If you are new to Japan's rules or have little time each day, allow longer. More important than the number of days is whether you consistently score 45 or more on full-format mock exams.

FAQ

Q. Is the knowledge test really that hard?

A. It has been harder since October 2025. You need 45 of 50 correct, and the pass rate is 42.8% (October–December 2025, NPA). But the scope is fixed, so accurate study gets you there.

Q. Can I pass without speaking Japanese?

A. Yes – the knowledge test is offered in many languages (20 at the Tokyo Metropolitan Police). It still helps to learn the Japanese you'll see on the road, such as 止まれ (STOP).

Q. I've driven for years at home. Can I pass without studying?

A. Not recommended. The test checks precise knowledge of Japan's rules; experience alone tends to lose points on numbers and exceptions.

Q. Which is harder, the knowledge test or the driving test?

A. Pass rates were 13.1% for the driving test and 42.8% for the knowledge test (October–December 2025). But failing the knowledge test means reapplying from scratch, so passing it first time matters most.
